Affordability

Will candidates commit to making life affordable for transit riders?

Torontonians are experiencing an affordability crisis due to international situations out of their control, and the City must do everything it can to make life more affordable. Riders tell us again and again that the costs of taking transit pile up, leaving them with expensive decisions on whether taking transit is financially sustainable.

For some, budgeting for transit can mean being late on rent, missing class, burning out on extra shifts, purchasing less food, or avoiding transit altogether to save on costs. For 30 years, fare increases has been vastly higher than the rate of inflation. On top of that, Torontonians cannot afford any increase in fares. In fact, the TTC's own report says that even a $0.10 fare increase would result in ~500,000 fewer rides being taken. A $1.10 fare increase would result in ~31 million fewer rides every year.

If we want people to keep using the TTC, riders need to see it as the most cost-effective way to get around Toronto. That's why maintaining a fare freeze and lowering the fare cap for all, and deepening affordability for lower-income riders is crucial over the next four years as we face more and more economic uncertainty. Here's what we asked candidates:

Some candidates offered extra comments about their position on TTC affordability:

Transit affordability is essential to ensuring that everyone can access work, school, healthcare, and community services. I support maintaining a fare freeze and developing a clear plan to implement Phase 3 of the Fair Pass program so that more low-income residents can access deeply discounted fares. In Etobicoke North, where many residents rely on public transit every day, affordability and reliable service must go hand in hand. I would also advocate for sustainable funding from other levels of government so that keeping fares affordable does not come at the expense of service quality, safety, or necessary TTC improvements.

Support an automatic fare cap of 40 rides or fewer per month or 10 rides or fewer per week, so riders can save without buying a pass upfront.
Keep TTC fares frozen and seek stable funding to protect service frequency.
Work with students, colleges, universities and the TTC on lower fares, including options for part-time students and those travelling outside regular hours.
Support a funded Fair Pass phase 3 plan to extend discounted fares to more low-income residents, with clear eligibility and a simple application.
Bring Ward 1 riders’ experiences into budget decisions and assess how fare changes affect people with different incomes and travel needs.

"40 rides? I want to go further for our youth. I am proposing FREE TTC for high-school students and seniors who gave their life to this country. Transportation to school should not become another affordability burden on families. I support the fare freeze, more affordable post-secondary transit and expansion of Fair Pass for residents who genuinely need it. These measures should be funded through budget reprioritization, waste auditing, and fair provincial/federal contributions — not another residential property-tax increase."
