Transit advocates celebrate fare freeze and fare capping in 2026 TTC budget

TORONTO — TTCriders is celebrating major affordability wins for transit riders following the passage of the City of Toronto’s 2026 TTC operating budget.

For the third year in a row, TTC fares will remain frozen. This is a critical decision as riders continue to face rising costs for housing, food, and everyday essentials. The City has also approved the introduction of monthly fare capping, ensuring riders who pay per trip will never pay more than the cost of a monthly pass in a given month.

“These are real, tangible wins for transit riders,” said Andrew Pulsifer, Executive Director of TTCriders. “A fare freeze and fare capping mean riders will save money, have more predictable costs, and won’t be punished for needing to take transit frequently.”

Fare capping will directly benefit riders who rely on transit for work, school, appointments, and daily life. TTCriders has long advocated for fare capping as a fairer alternative to requiring riders to buy an expensive monthly pass upfront, on the first of the month on the same day rent is due.

“For years, riders have been paying more than their fair share to keep the system running,” said Pulsifer. “This budget is an important step toward a more equitable fare system that works for people who choose not to pay the exorbitant cost of a monthly pass–one of the highest in North America.”

“Choosing to invest in affordability sends a clear message that transit is a public service, not a luxury,” Pulsifer added. “This decision will help retain riders, support ridership growth, and make Toronto a more affordable city to live in.”

While celebrating these wins, TTCriders emphasized that the work is not done. These measures need to be voted on by City Council in the Budget in February.

“Fare capping and a fare freeze are big steps forward, but riders also need more frequent, reliable service to make transit a true alternative to driving,” said Pulsifer. “We’ll keep pushing for the funding needed to fully restore service and deliver the transit system Toronto deserves.”
