Service & Reliability

Will candidates lower wait times, improve reliability, and speed up transit?

Improving surface transit is absolutely essential to growing ridership on the TTC. Surface modes account for more than half of all TTC passenger boarding, and given the tight integration between surface and rapid transit, the success of the entire system hinges on buses and streetcars. Furthermore, the bus network serves employment lands, neighbourhood improvement areas and other places rapid transit currently does not reach.

In spite of this, surface transit gets the short end of the stick when it comes to road priority. Buses and streetcars are routinely stuck in traffic at all times of the day; making existing riders late and not incentivizing current drivers to switch to transit. The expansion of RapidTO bus and streetcar lines is urgently needed across the city. The few sections of RapidTO that exist right now have dramatically improved surface transit performance. For example, reliability on the 116 Morningside bus improved 19% after red lanes were introduced on Eglinton East, Kingston Road and Morningside.

The streetcar system is the backbone of the downtown transportation network relied upon by hundreds of thousands of riders a day. However, transit priority measures have been slow to implement on the network, making our streetcar network among the slowest in the world.

In order to grow ridership and maximize speed, there needs to be a network-wide streetcar reform. This would include measures such as street parking removal, left turn bans, active signal priority, dedicated lanes, modernized switches, truly level and accessible boarding, improved shelters and seating, and expanding transit malls similar to the King Street zone. These measures are proven in many cities around the world, as well systems close to home like Kitchener-Waterloo’s ION, to be effective in making streetcars faster and more reliable.

Some candidates offered extra comments about their position on TTC service and reliability:

"Reliability is one of my highest transit priorities. Riders need to know the bus, streetcar or subway they depend on will get them where they need to go.

I support accelerating RapidTO, but I cannot promise every identified corridor will be completed within one Council term. Toronto has a large transit network, and projects require design, funding, consultation, construction coordination and Council approval. I won’t promise a completion date one councillor cannot control.

I will advocate for Ward 14 service, including the 72 Pape, 25 Don Mills, 62 Mortimer, 87 Cosburn, 8 Broadview, 31 Greenwood, 22 Coxwell, 56 Leaside, 83 Jones, 506 Carlton, 505 Dundas and 504 King, plus Line 2 and connections to the Ontario Line. I will push for measurable improvements in frequency, reliability, slow zones and transit priority, working with riders and TTC staff to identify where service fails and get practical improvements moving.
"

"Reliable transit will be one of my priorities. I support RapidTO and other transit-priority measures where the evidence shows they will improve service safely and effectively. However, I don't believe I should pre-commit to delivering a particular RapidTO project in Ward 14, or to voting for projects elsewhere in Toronto, before reviewing the proposed corridor, design, safety analysis and local impacts. I will consider each project on its merits. We also need to address subway slow zones, state-of-good-repair needs and streetcar reliability, while holding the TTC accountable for measurable improvements in service."

"We need to manage *the experience* of TTC. I have proposed consultations for new rider comfort standards as well as rider-perspective art installations."

"Riders deserve service that is frequent, reliable and worthy of the fares and taxes they pay. I support expanding transit-priority measures, repairing slow zones faster and investing in state-of-good-repair work. I would work toward completing a RapidTO project in Ward 14 using safety evidence, operational data and meaningful community consultation. I also support a network-wide streetcar improvement strategy, with specific measures selected according to the conditions of each corridor and consideration given to accessibility, local businesses and surrounding neighbourhoods."
