Service & Reliability

Will candidates lower wait times, improve reliability, and speed up transit?

Improving surface transit is absolutely essential to growing ridership on the TTC. Surface modes account for more than half of all TTC passenger boarding, and given the tight integration between surface and rapid transit, the success of the entire system hinges on buses and streetcars. Furthermore, the bus network serves employment lands, neighbourhood improvement areas and other places rapid transit currently does not reach.

In spite of this, surface transit gets the short end of the stick when it comes to road priority. Buses and streetcars are routinely stuck in traffic at all times of the day; making existing riders late and not incentivizing current drivers to switch to transit. The expansion of RapidTO bus and streetcar lines is urgently needed across the city. The few sections of RapidTO that exist right now have dramatically improved surface transit performance. For example, reliability on the 116 Morningside bus improved 19% after red lanes were introduced on Eglinton East, Kingston Road and Morningside.

The streetcar system is the backbone of the downtown transportation network relied upon by hundreds of thousands of riders a day. However, transit priority measures have been slow to implement on the network, making our streetcar network among the slowest in the world.

In order to grow ridership and maximize speed, there needs to be a network-wide streetcar reform. This would include measures such as street parking removal, left turn bans, active signal priority, dedicated lanes, modernized switches, truly level and accessible boarding, improved shelters and seating, and expanding transit malls similar to the King Street zone. These measures are proven in many cities around the world, as well systems close to home like Kitchener-Waterloo’s ION, to be effective in making streetcars faster and more reliable.

8. Will you commit to voting in favour of RapidTO dedicated transit lanes to get bus and streetcar riders moving?

Some candidates offered further comments about their commitment to service and reliability:

Olivia Chow is committed to increasing service and improving reliability so that it’s easier to choose TTC wherever you are in Toronto. As Mayor, she made a different choice than past administrations: freezing fares and increasing service. To grow ridership, she will invest in service, install the fixes that make surface transit move faster, and continue clearing the state-of-good-repair backlog so that Reduced Speed Zones are a thing of the past.

This is my Clear the Lanes plan: RapidTO dedicated lanes for buses and streetcars, network-wide streetcar reform (priority, signal priority, accessible boarding, enforce blockers), eliminate subway slow zones with real state-of-good-repair funding, and more frequent service — not cuts. One streetcar moves ~250 people; trapping it in traffic is a policy failure. Free, frequent, on-time transit is how we win riders back and cut gridlock.

When you use the word “commit” i cant commit to anything before seeing the route and overall data but i will try my best to make it efficient for ttc riders and drivers on the road.

Safety on the system comes first, and fiscal discipline at the TTC means scrutinizing waste before committing to more spending or frequency. I support competent state-of-good-repair work and fixing slow zones. I am not making a locked RapidTO, network-wide streetcar, or service-frequency pledge, and will not invent a fare, expansion, or price-tag commitment.

There is a stop I noticed in Scarborough near VP station (Teesdale) that says it can go out of service during inclement weather. I know that this is a vital stop for the community (I grew up in Scarborough and took the 67 bus nearly every day!), and I want an immediate review of alternative service for this route instead of forcing riders to use another stop.

Free TTC only works if people can actually rely on the TTC. My priority is a system that is frequent, safe, accessible and dependable. That means addressing slow zones and state-of-good-repair needs, improving surface transit, and making better use of dedicated transit infrastructure where appropriate. Riders should not have to choose between transit and driving because the TTC is unreliable.

Faster , Safer, reliable, transit and better service

Too often riders face delays with no explanation and shutdowns with no warning. Toronto needs to treat transit riders better.
Streetcar reform is central to my platform. As Mayor, I will move streetcars through intersections faster, speed up the doors, take a hard look at left turns for cars on streetcar routes so a full streetcar never waits on one driver, and deliver real signal priority.
I support RapidTO lanes as part of a real transportation master plan, prioritized using ridership and delay data rather than decided project by project.
I will improve frequency on major bus routes, especially those connecting to subway and LRT lines, and coordinate schedules on nearby parallel streets so buses run at alternating times and riders have a reliable backup. Fixing slow zones and aging infrastructure is basic maintenance, and must be funded.  If the TTC is going to regularly shut down for maintenance, inconveniencing the public, riders deserve to see results.
