TTCriders Congratulates New TTC CEO Mandeep Lali, Urges Action on Transparency, Reliability, and Funding

Toronto, ON – TTCriders, a membership-based organization of transit users, congratulates Mandeep Lali on his appointment as the CEO of the Toronto Transit Commission. We welcome this leadership transition as a pivotal opportunity to restore trust in the TTC, deliver reliable and accessible service, and build a stronger, more transparent transit system for all riders.

“TTCriders looks forward to working with the new CEO to put riders first and grow the TTC into a world-class transit system,” said Andrew Pulsifer, Executive Director of TTCriders. “This is a moment to change course and bring real improvements that transit users across the city are calling for.”

Last September, TTCriders submitted a letter to the TTC Board outlining key priorities for the incoming CEO. These priorities reflect the concerns of thousands of riders who depend on the TTC every day:

  • Fix the system and rebuild ridership: Address subway slow zones, support transit priority lanes, and pursue fare equity policies like fare capping.
  • Be a transit user who listens to riders: The TTC's next leader must understand first-hand the daily experiences of riders and the challenges they face.
  • Lead with accountability: You can’t fix what you don’t measure, and we hope the CEO is open and honest about the state of TTC service quality by reporting on meaningful key performance indicators and service metrics in a timely way.
  • Fight for funding: Funding from the new federal Canada Public Transit Fund will not be available until 2026, and will not bridge the TTC’s State of Good Repair budget gap or projected operating budget shortfalls.
  • Deliver better service and accessibility: As of December 2024, there were more than a dozen stations that are still not accessible. The TTC must meet its obligations under the Accessibility for Ontarians with Disabilities Act–we also urge the TTC to  protect door-to-door Wheeltrans service for those who need it. 

The appointment of a new CEO is a chance to restore trust, prioritize people over politics, and ensure Toronto’s transit system is reliable, affordable, and accessible for all.

“We hope the new CEO will embrace this opportunity and work with riders, workers, and City Council to take the TTC in a better direction,” said Pulsifer.
