Will candidates fight to keep the TTC under Toronto's control and work to secure more transit funding?
Local decisions should remain at the local level.
In recent years, the provincial government has increasingly intervened in decisions that are usually made at the municipal level. This includes legislation requiring the removal of bike lanes on major Toronto streets, and eliminating municipalities' ability to use speed cameras. Now, Bill 98 gives the province greater power to intervene in how local transit systems operate, including decisions around fares and service.
Over the next four years, Toronto City Council must be prepared to stand up to make sure local decision-making remains local. Here's what we asked candidates:
1. Ontario's Bill 98 gives the Province the authority to make regulations affecting how the TTC is governed. Do you commit to fighting to keep transit decision-making at the local level so that the City of Toronto and the TTC Board retain final authority over fare policy, service planning, and transit operations?

Some candidates offered extra comments about their position on TTC autonomy and funding:
"I have been a transit advocate throughout my adult life. During my two terms on Squamish Council, I helped establish a public transportation committee that brought riders into planning and helped build the system together. Ridership increased by 24%.
That experience matters in Ward 14. Riders here are living with years of construction at Pape, changing bus routes and stops, disruptions around Broadview, Line 2 closures, accessibility barriers and missed connections. For a senior, shift worker, student or parent, unreliable transit can mean missing work, school, childcare or a medical appointment.
I support regional integration when it makes a rider’s trip easier, not at the expense of local accountability.
The TTC should remain publicly owned and locally governed, with sustainable provincial and federal funding. Toronto riders know where the system works and where it fails. They need a meaningful voice in the decisions that affect their daily lives."
"I believe that we need to sometimes re-frame the discussion around TTC service around the benefits a healthy transit system provides to the whole city, not just to TTC users. Reliable and affordable transit is great for the economy (including small businesses), climate, accessibility, overall traffic, our community fabric, and so much more. This means that it should be funded primarily by our community as a whole and less by fare increases."
"The TTC is one of Toronto's most important public services, and decisions about fares, service and operations should remain accountable to Toronto residents. At the same time, Toronto cannot fund the transit system our growing city needs alone. I will work constructively with the provincial and federal governments for predictable operating and capital funding, with a strong focus on reliability, state of good repair, accessibility, safety and expanding capacity. Major investments such as platform edge doors should be properly planned, costed and coordinated with the modernization of the subway system."

Toronto cannot build a reliable transit system through repeated fare increases or property taxes alone. Other orders of government must contribute predictable operating and capital funding so the TTC can improve service, address its repair backlog and keep fares affordable."
