"True passenger and operator safety requires addressing root causes rather than deploying cosmetic enforcement. Expanding the Toronto Community Crisis Service across the network delivers appropriate and non-carceral de-escalation for people in crisis. Platform edge doors address safety and system reliability simultaneously. Transit stations cannot substitute for deeply affordable and supportive housing. Council must fund housing and shelter capacity upstream so the TTC is used for transit rather than emergency survival. Neglect is expensive, and performative policing fixes nothing."
