The TTC must be both safe and feel safe. I support crisis-response teams, mental-health intervention and upstream housing supports, but I do not believe those measures eliminate the need for appropriate enforcement when riders face violence, threats or serious disorder. Safety requires the right response for the situation: trained crisis workers where appropriate, visible TTC staff and enforcement where necessary, alongside better lighting, reliable service and safer station infrastructure.
